Listen to the Community
I think it would be good if A-Net would start listening to the community. I believe it is a good suggestion because if they did that then maybe game modes such as Hero Battles would be fixed.
If they ever would look in the forums and read through they would realize there is a problem with the format that needs fixing.
O and while on the subject it would be nice if the people tweaking GW1 would also pay attention and obs at least the final matches of the Hero Battle monthly as well. The past 2 months and a few times before people have either both resigned and tied the final and just ran completely joke builds to express how terrible the current system is and show it needs fixing.
I believe by listening to the community and paying attention to their game good things can be done.

Wasn't it just earlier this month that Linsey mentioned HB was "one of the major action items on [their] list" for the next content update?

The only point I am with you is that HB is bugged for a long time and needed desperately attention. But that is old news and no material worth of a new thread.

Ermz.... there has been a problem with some game formats for ages now that needed more priority (according to me and I'm also a member of the community) than Hero Battles.
A-net sometimes listened to things and sometimes (more often) didn't.
There have been very descriptive postings of problems, why they are a problem and how things could be fixed (not just changing some skills) that have not been implemented. Could be resource related or just lack of insight in certain aspects of the game.
Next the question is: who exactly are the community?
High end PvP players? Regular PvP players? High end PvE players? Regular PvE players? People who like solo play (farming/HB or just H&H story), people who like to team up?
All have different 'demands' for the game and you can't listen to all of them.
Let me say this: I think in the past A-net made mistakes in judging certain problems and because of that pushed players out of the game.
It's hard to tell if certain updates we've seen recently really addresses certain problems (mainly on PvP side, but also on PvE) but some major changes like z-quests and the PvE skill changes for Rt and P in my opinion show that A-net is putting effort into solving some problems.
Might not be the right priorities according to some but at least they acknowledged that there are problems and have shown that they are working on them.
That's good enough for me for now, but it might not be good enough for others.

honestly they don't know how to fix it, and the problem with listening to the HB community is the fact that there really is no big spokesperson. GvG has a lot of players who anet knows first hand mainly because of the world championships. They trust the opinions of people like Ensign and Axiom, and use them as the voice of the GvG community in order to find solutions to the problems (although even this gets pathetic and limited results because Izzy seems to be the only one who somewhat cares, and apparently he just doesn't have the time).
I doubt anyone from anet could name popular HBers without having to look them up. Really the only name HB has ever had was Ekelon and no one outside of HB knows if he plays anymore. Without a strong voice from the community and anet being dedicated to fixing it, nothing will get done.
